Special Meeting of the Electors

NOTICE IS HEREBY GIVEN that on Monday, June 26, 2023, at 6:15 p.m., a SPECIAL TOWN MEETING of the electors will be held, called pursuant to Sections 60.12 (1)(c) and 60.10(2)(g) of the Wisconsin Statutes, by the Town Board, for the following purposes: To authorize the Town Board to purchase a small portion of land, parcel #032-02100102.

The land is part of the Becker Cemetery, located at 8334 County II, Fremont, Wisconsin, Part of the NE ¼ of the NW ¼ described as Outlot 1 of Certified Survey Map 7631, Section 10, T20N, R14E, Town of Wolf River, Winnebago County, WI. Approximately .71 acres

Public input is welcome and all residents are encouraged to attend. All interested persons wishing to be heard at the Special Meeting of the Town Electors are invited to be present. This issue will be considered by and acted upon, by the Town Board, at the regular Meeting of the Town Board, to be held following the SPECIAL TOWN MEETING of the electors, on Monday, June 26, 2023, at 7:00 p.m.

PLEASE BE ADVISED OF THE FOLLOWING REQUIREMENTS to appear before the Board of Review and procedural requirements if appearing before the Board:

          No person shall be allowed to appear before the Board of Review, to testify to the Board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the Assessor to view such property.

          After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board about the person’s objection except at a session of the Board.

          No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of assessment unless, at least 48 hours before the first meeting of the Board or at least 48 hours before the objection is heard if the objection is allowed because the person has been granted a waiver of the 48-hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting and showing good cause for failure to meet the 48-hour notice requirement and files a written objection, that the person provides to the Clerk of the Board of Review notice as to whether the person will ask for removal of any Board members and, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take.

          When appearing before the Board, the person shall specify, in writing the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate.

          No person may appear before the Board of Review, testify to the Board by telephone or object to a valuation, if that valuation was made by the Assessor or the Objector using the income method, unless the person supplies the Assessor with all of the information about income and expenses, as specified in the manual under Section 73.03(2a), that the Assessor requests.  The Town of Wolf River maintains the confidentiality of information about income and expenses that is provided to the Assessor under this paragraph which provides exemptions for persons using information in the discharge of duties imposed by law or of the duties of their office or by order of a court.  The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Section 19.35(l) of Wis. Statutes.

          The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, surgeon, or osteopath that confirms their illness or disability.  No other persons may testify by telephone.

EFFECTIVE IMMEDIATELY, THE TOWN OF WOLF RIVER TOWN BOARD HAS DECLARED A HIGH-WATER EMERGENCY FOR THE WATERS OF THE WOLF RIVER IN THE TOWN OF WOLF RIVER, WINNEBAGO COUNTY FROM THE MOUTH AT LAKE POYGAN TO THE NORTH COUNTY LINE, WITHIN 500 FEET OF ANY PERMANENT STRUCTURE, THIS DECLARATION IMPOSES

SLOW–NO–WAKE  ZONE

ON THE WOLF RIVER

IN ACCORDANCE WITH STATE STATUTE §323.11 AND 323.14

THIS EMERGENCY DECLARATION WILL REMAIN IN EFFECT UNTIL THE WATERS OF THE WOLF RIVER RECEDE TO A NONTHREATENING LEVEL.

NO PERSON SHALL OPERATE A BOAT FASTER THAN SLOW-NO-WAKE ON THE WATERS OF THE WOLF RIVER IN THE TOWN OF WOLF RIVER BEGINNING FROM THE MOUTH OF LAKE POYGAN AND EXTENDING TO THE NORTH COUNTY LINE, WITHIN 500 FEET OF ANY PERMANENT STRUCTURE,DURING A HIGH-WATER EMERGENCY.

Enforcement of this Emergency Order shall be done by the

Winnebago County Sheriff’s Department, DNR, OR WOLF RIVER TOWN BOARD.
